A report released by the Ministry of Justice stated that in 2025, courts at all levels nationwide handled 172,399 criminal and civil cases, representing 80.3% of the total 214,687 cases filed nationwide.
Of these, 109,921 were criminal cases, with courts resolving 91,402 cases. Civil cases totaled 104,766, of which 80,997 cases were handled, accounting for 77.31 percent.
The ministry’s report, released on Friday, noted that the Secretariat of the Campaign Command received 1,759 complaints from citizens who believed there were irregularities in the handling of their court cases. Among these, 638 complaints requested the promotion and acceleration of case resolution in the courts, and 100% of these cases were resolved.
Complaints requesting a review of alleged irregularities totaled 1,121 cases, including 243 cases carried over from 2024, accounting for 63.72%. Of these, eight cases were dismissed without action and 26 were withdrawn by complainants, leaving 1,087 cases to be processed.
The Steering and Implementation Committee for the Campaign to Review and Resolve Irregularities in the Courts processed 867 cases. Among the resolved cases, 814 cases were found to have no irregularities. These included 403 cases decided with clear and valid legal grounds (46.48% ), 402 pending cases where plaintiffs expressed concern over potential irregularities (46.37% ), and nine cases resolved through mediation between the parties.
The ministry reported that 53 cases, were suspected of having irregularities, a decrease from 6.72% in 2024. Of these, 36 cases were assigned for inspection, seven cases were allowed to request retrials, seven cases were ordered for prosecution, and three cases were transferred to relevant authorities.
Among the 36 inspected cases, 27 were found to have irregularities and were referred to the Disciplinary Council of the Supreme Council of the Magistracy, involving 44 judges and 17 prosecutors.
The remaining 220 cases, or 20.24% of the total complaints received, are still being handled by the Campaign Command.
From January 9, 2024 to January 9, 2026, the Ministry of Justice implemented two concurrent campaigns as part of Cambodia’s justice system reform efforts: a campaign to promote and accelerate case resolution in courts, and a campaign to monitor and resolve irregularities in courts.
On Friday, Minister of Justice Koeut Rith, Chairman of the Campaign Command, chaired a meeting to review the results of the two campaigns in 2025. The meeting was attended by leaders of all courts.KhmerTime
