Ministry signs research MoU with four universities

The Ministry of Interior’s National School of Local Administration signed a Memorandum of Understanding (MoU) with four partner universities on Tuesday to improve and develop research in all forms with a focus on governance capacity, local development and subnational administration.The universities signing on to the agreement are: the National University of Battambang in Battambang province, Chea Sim Kamchay Mear National University in Prey Veng province, Meanchey National University in Banteay Meanchey province, and the University of Kratie in Kratie province.

The signing of the MoU took place Tuesday at the Ministry of Interior and was presided over by Minister of Interior Sar Sokha.

Sokha said at the ceremony that the leaders of the Ministry of Interior, the director of the National School of Local Administration and the rectors of the four universities, as well as other stakeholders, would all work together responsibly to promote research efforts.

He hailed the memorandum as an example of important cooperation towards organising human resource development, sharing experiences on leading educational programmes and using educational resources and mechanisms to promote more effective work in support of development plans for the training of qualified human capital in both the public and private sectors.

Sokha said that investing in human resource development is necessary and indispensable in order for the country to attain sufficient human capital that will ensure the efficiency and effectiveness of public services as well as private economic development.

He added that human resource development helps a country become more efficient, transparent, accountable, ecologically friendly and sustainable – as has been seen in Japan, Singapore and South Korea.

He said that in order to provide the National School of Local Administration and the four partner universities with a more solid foundation for strengthening and enhancing the effectiveness of this cooperation and partnership, stakeholders must work to strengthen and develop the research sector in Cambodia in all forms, and particularly its capacity for governance.

Director of the National School of Local Administration So Mony Reaksa said that the MoU between the National School of Local Administration and the four universities will enhance cooperation and mutual support between all parties involved in the areas of education, training and research, as well as the implementation of various other projects.
